The Use of 'Privilege Envelopes' |

Privilege envelopes were first issued by Prussia in 1867 for the use of a charity supported by Crown Princess Victoria for wounded soldiers after the Austro-Prussian "Seven Weeks War". Packets in these envelopes were transmitted for a flat rate of four pfennige, regardless of weight or size. Envelopes up to sixty centimetres in length have been recorded as used for this purpose.
