The use of postage meters was sanctioned internationally by the Postal Union Congress in Madrid, 1920, to come into effect on 1 January 1922. The first firms to take advantage of this ruling were the Universal Automatic Machine Company of New Zealand and the Pitney-Bowes Postage Meter Company of the United States which, between them, produced most of the machines used in the 1930s.
