The only stamp combining postal validity with participation in a lottery was issued by Norway on June 1st 1964. It depicted the UN emblem and was inscribed PORTO BETALT LYKKEBREVET (Postage Paid - Chain [Good Luck] Letter). It had a franking value of fifty ore but was sold for 2.50 kroner, the balance being given to the Refugee Fund. In addition, each stamp bore a serial number representing participation in a lottery which took place in September. The stamp remained on sale until July 15th and was postally valid until August 10th.
